Hampton Roads is a real, distinct economy DMV's "defense, intelligence, technology capital" framing doesn't actually describe -- close enough to share a state with the Pentagon, far enough to run on a completely different part of the defense budget. Naval Station Norfolk is the largest naval base in the world by number of assigned personnel and ships. Newport News Shipbuilding, part of Huntington Ingalls Industries, is the only shipyard in the country that builds nuclear-powered aircraft carriers, and one of only two that build nuclear submarines. The Port of Virginia runs some of the deepest, most modern container terminals on the East Coast, built specifically to handle the largest ships afloat. This is hardware and steel, not policy memos -- a genuinely different Virginia than the one four lanes up I-95.
