Start with the population nobody thinks to count as a demographic. Roughly 3.7 million Americans currently hold an active security clearance or clearance eligibility, according to the Director of National Intelligence's own FY2023 Annual Report on Security Clearance Determinations, released February 2024.[1] About 1.26 million of them hold Top Secret specifically.[1] That is a larger population than the entire active-duty US military, and it gets discussed constantly in the context of national security and almost never in the context of "here is a real career path."
The pay gap this produces is not a rounding error. Professionals holding a TS/SCI clearance average $131,907 in total compensation, against $93,748 for Secret-only clearance holders -- a 40.6% difference for what is, in a lot of cases, adjacent technical work.[2] Add a full-scope polygraph on top of TS/SCI and the average climbs to $148,314, a 58.2% premium over Secret alone.[2] More generally, holding any clearance at all carries a real, documented 10-20% salary premium over the same uncleared role, and TS/SCI specifically commands $30,000 to $45,000 over commercial baseline at mid-career.[2]
None of this can be pursued the way a degree or a certification can, and being honest about that limit is the whole point. A security clearance cannot be applied for independently -- it requires sponsorship from a cleared federal contractor or a government agency, meaning the process only starts after an employer has already decided to hire someone into a role that needs one.[3] There is no version of this where a person walks into an office and requests a clearance on their own initiative. The real lever is one step earlier: which employers sponsor clearances at all, and what those employers are actually looking for when they hire.
What makes an employer decide to sponsor someone in the first place is, disproportionately, technical skill. Defense contractors and intelligence-adjacent employers hire for the same reason any employer does -- they need the work done -- and STEM and technical roles are structurally overrepresented among the positions that come with clearance sponsorship, because so much of the classified and sensitive work being done is technical in the first place.[3] A candidate does not need to already know someone in the intelligence community to become attractive to a sponsoring employer. They need to be good at the specific, learnable thing the employer is actually hiring for.
The region already built around this mechanism is the clearest proof it is real, not theoretical. The pay premium, the population size, and the region built around both are the same fact, measured three different ways.
The concentration is not Virginia's alone, though it is Virginia's deepest. Nevada carries a real, much smaller cleared economy of its own -- built around Nellis and Creech Air Force Bases, the country's drone-operations hub, and the Nevada National Security Site near Mercury, the renamed Nevada Test Site -- genuine cleared work, at a fraction of NoVA's scale and breadth, and easy to miss entirely if the only frame is "Washington." The other visible cluster runs through the Department of Energy's own national laboratory system: Los Alamos and Sandia in New Mexico, Lawrence Livermore in California, Idaho National Laboratory, and Oak Ridge in Tennessee -- already covered on this site as a town built from nothing by the government -- a chain of small, cleared-economy towns organized around nuclear-weapons and energy research rather than intelligence work, each running the same underlying mechanism this piece describes, far from any coast or capital. Livermore and Sandia's California site alone accounted for roughly 9,200 cleared personnel as of a 2008 Department of Energy Inspector General review of the clearance program at NNSA facilities.[4] The lever is real in more places than the DMV -- it is simply invisible everywhere it isn't concentrated.
The clearance itself is not even one uniform thing at these sites. The Department of Energy runs its own, separate tier below the familiar Secret/Top Secret system: a Q clearance, required at national laboratories and nuclear power plants alike for access to Restricted Data under the Atomic Energy Act, functions as DOE's own equivalent of Top Secret; an L clearance, DOE's equivalent of Secret, covers lower-sensitivity nuclear material and information.[5] A commercial nuclear plant technician who has never touched intelligence work and will never sit in a DMV office can still hold a Q -- the same underlying mechanism, running under a name most job-seekers have never heard.
None of this is abstract for the person who never hears it. Someone outside the DMV, outside Nevada, outside a national-lab town, outside a family with a defense or intelligence background, is very unlikely to ever be told any of this -- not because it is secret, every figure in this piece is public, but because nobody in their actual life had a reason to say it out loud.
