Germany's Enigma machine scrambled a message through a set of rotors and a plugboard, and the German military trusted it because the number of possible settings ran into the hundreds of trillions.[1] That trust rested on one assumption: that no one outside the machine's own designers could reconstruct how it worked. In the early 1930s, the Polish mathematician Marian Rejewski did exactly that, treating the cipher not as a puzzle but as a problem in permutation theory, and exploiting a specific procedural flaw — German operators transmitted each message's starting rotor position twice at the top of the transmission, a redundancy a mathematician could use to work backward toward the machine's internal wiring.[1] A decade later, Alan Turing and the codebreakers at Bletchley Park built on that same approach with the Bombe, an electromechanical device that tested rotor and plugboard settings against a guessed fragment of plaintext — a crib — and could recover a day's settings in under an hour.[1]
None of that was luck, and none of it required beating the Germans at their own game of secrecy. It required treating Enigma as what it actually was: a finite mechanical object, built from a fixed set of parts, following a fixed set of rules — which means it has a mathematically correct answer sitting inside it, waiting for someone with enough intercepted traffic and enough patience to find it. Every machine cipher shares that property. It is also, by definition, the one property a natural human language does not have.
The United States had, sitting inside its own borders, a resource with no wiring diagram to reconstruct at all: languages that had never been written down for outsiders to study, spoken by people the country itself had spent the previous half-century trying to make disappear. Choctaw soldiers of the 142nd and 143rd Infantry proved the concept first, transmitting field orders by telephone in the Choctaw language starting October 26, 1918; a captured German officer's own confused reaction confirmed the tactic was working, and over the following two weeks a group of Choctaw enlisted men formalized a working code, substituting agreed words for military terms their own language had no equivalent for.[2] Those soldiers were not United States citizens when they did this. The Indian Citizenship Act, the law that would make Native Americans citizens under federal statute, would not pass for another six years, in 1924.
A Marine Corps veteran's son, Philip Johnston, who had grown up on the Navajo Nation, proposed reviving the idea in 1942; twenty-nine Navajo Marines went through boot camp and then Camp Pendleton, where they built a formal code on top of their own spoken language, assigning further, deliberately unrelated code words for military terms so that even a fluent Navajo speaker who hadn't gone through the program couldn't follow it.[3][4] Roughly four hundred more Navajo Marines were trained the same way before the war ended, and the code they carried was never broken — not by Japan, not by anyone. Japan's own chief of intelligence said so directly after the war.[3] At Iwo Jima, six Navajo code talkers working under Major Howard Connor transmitted and received more than eight hundred messages in the battle's first two days, without a single error.[5] The program stayed classified for more than two decades after the war ended; the United States did not declassify or publicly credit it until 1968.[4]
The same two states that trained and fielded the largest share of those Marines did not let them vote. The Indian Citizenship Act had made Native Americans citizens under federal law in 1924, but it left voting qualifications to the states, and Arizona and New Mexico used their own state constitutions to keep Native Americans off the rolls for another twenty-four years.[6] Arizona did not overturn that bar until July 1948, three years after the war the code talkers had helped win was already over; New Mexico's bar fell the same year, after a Native veteran of that same war sued for the right to vote in the county he had come home to.[6] The men who carried a code the Axis powers could not break, for a country that would not let them mark a ballot for three more years, are the same men.
What made that code unbreakable was not a cryptographic trick anyone designed on purpose. It was the accident that the language survived at all. Carlisle Indian Industrial School, founded in 1879, set the model the federal government would run for the next several decades: Native children removed from their families and placed in boarding schools built around a philosophy its founder stated outright — kill the Indian, save the man.[7] Navajo children were punished for speaking Navajo in exactly these schools, and some who went through them lost the language entirely.[8] The code held because that policy had not fully succeeded — because a language the United States government had spent decades trying to erase from its own citizens was still spoken well enough, by enough people, to become the most secure military code of the Pacific war twenty years later.
An Enigma machine could be built, which is the same fact as saying it could eventually be broken. What could not be built was a Navajo dictionary a German or Japanese cryptanalyst could go buy, because the United States had never let one exist in the first place — not as a courtesy, and not on purpose. None of this is secret; it sits on the CIA's own website, the Navy's, the Marine Corps'. It is simply not connected, in most people's heads, to the other half of the same story: that the same government came astonishingly close to erasing the very thing it would end up needing most, which is its own reminder that a documented fact and a widely known one are not the same fact. The country got the single most secure code of the war from the deliberate survival of what it had tried hardest to destroy, delivered by men fighting for a citizenship that, in the states they came home to, still didn't include a vote.
