Two counties, four hundred miles apart, both live on money earned somewhere else. In one, a third of households receive food assistance. In the other, a third of the population is measured as poor because their parents' income is recorded in a different state. The economic arrangement is identical. Only one of them is described as dependent — and the same farm bill pays for both.
