"We hold these truths to be self-evident" puts the verb on the individual, not the government -- and that word choice, checked against the actual draft, was deliberate. A truth a country claims to hold can drift for two centuries with nobody able to check it. A truth one person holds can be checked every day, by that person, and by anyone watching them.
