Seven states wrote a water-sharing formula in 1922, during the wettest decade the Colorado River basin had seen in centuries, and gave away more water than the river actually carries. Three states wrote a different kind of formula in 1943, based on a percentage of whatever the river actually had that year. Lake Mead just hit a record low. The other compact just goes to the Supreme Court to argue about accounting.
